The challenges in the housing market call for action. Together with partners, the municipality of Sittard-Geleen is ready to address these challenges.
"But that doesn't mean building recklessly and without limits," nuances Alderman Leon Geilen. "Because our goal is clear: good living in Sittard-Geleen, with enough housing for everyone who wants to live here. That means that the housing supply must match the demand. Now, but also in the long term. This requires a sensible, balanced, healthy mix of new construction, transformation, and repurposing, but also, for example, demolition."
All these measures have now been combined in a new housing programme.
Until the end of 2030, the municipality wants to develop plans for 2,600 new homes throughout Sittard-Geleen. Because the municipality does not build houses, they do this together with housing corporations, project developers, and local initiators. Thee municipality can ensure the right conditions; they make locations suitable, support affordable housing, grant exemptions, give space to new projects, and connect parties with each other.
To keep control over what is built and where, the municipality has established a pre-emptive right on a number of plots and houses. This means that if the owners of these plots or houses want to sell their property or land, they must give the municipality a preferential right of purchase. The municipality can then focus on affordable and life-course resistant homes when these areas are developed.
The plans for new housing developments concern four plots: Groenstraat in Born, Veersestraat and Middelborgsingel in Guttecoven, and Hitsberg/Bornerweg in Obbicht. "At these locations, the villages could be extended and completed," says Alderman Geilen. "A proverbial additional street as it is often called."
The municipality will also establish the pre-emptive right on 39 privately-owned houses in the so-called ‘Philips’ neighbourhood in Sittard. The majority of the houses in this neighbourhood are now owned by the ZOwonen housing corporation. The 39 houses are scattered among the corporation houses. To renew the neighbourhood as a whole, the municipality wants to buy the private houses. Alderman Geilen emphasizes that this pre-emptive right does not mean that people have to leave their homes or that they will be forced to sell them.
"Soon the residents will be invited to an information evening to explain everything precisely because we can imagine that this raises questions. But I already want to reassure that people can always decide for themselves what to do with their houses."
The Municipal Executive has now established the pre-emptive right on a number of plots and houses. The owners have received a letter about this. Now the city council will be asked to ratify the decision of the Municipal Executive within three months. If the city council gives its approval, the pre-emptive right will apply for three years. Owners can still object to the decision, and others will get the opportunity to submit their views in September.
"We should always keep in mind what we want to achieve with this," concludes Alderman Geilen. "With the Housing Programme for 2025-2030, we set a clear course for a housing market that is affordable, diverse, and future-proof."
